Yes, jelqing works to some extent and it is permanent.

I have been experimenting it for two months on and off and I do think it is slightly larger.
I used the sources below because I thought it would be a waste of money to pay for such knowledge.

Basically there are several types of jelqing:
1) leaning (pushing) your penis up/down/left/righ to stretch the ligaments
2) pushing up with closed hands from the base of the penis (to expand blood vessels)
3) squeeze it with both hands
